I have interpreted "fully recover from internet outages" as a complete repair to the original cable system, not a bypass just to get the flow running again.

I should have phrased it: "when will repairs on all severed undersea cables be completed," but no matter: at this rate, it looks doubtful that they will make the original February 7th estimate. Stand by for round two.
