The quake could be anywhere in and around Vancouver, mostly on the Juan de Fuca plate. The epicenter could be in washington state or past vancouver island for example. But the magnitude needs to be at or over 7 on the Richter scale and have been widely felt in the city of Vancouver. If this has not occured by the end of 2008 then the answer will be "lots of time (after Dec 31, 2008)"
