Generally, charts reflect sales and airplay between Monday and Sunday of any given week. However, the mixed data charts (The Billboard Hot 100, Pop 100 and Hot R&B/Hip-Hop Songs) use an airplay cycle of Wednesday through Tuesday.
Charts are available Thursday on Billboard.com and Billboard.biz and reflect the date of the Billboard issue in which they appear. In the case of online-only charts, it is the same issue date as all other charts reflecting data from the same seven-day period.

The settlement has been requested more than 24 hours ago because Billboard did a press announcement to their new Issue, stating the new Number 1.
timmstifter got that and was so kind to comment this here and to request the settlement. I agree, this has been before the settlement date was reached. But isn't it normally the way to go? Request settlement as soon as the outcome is clear?
The market should than immediately be closed (or suspended at least) to prevent gaming. This is what did not happen here, as you can see by looking at the value for the "Any song from position 2 to 50 not mentioned above"-option.
