Arianespace will use an Ariane 5 rocket to launch from Kourou, French Guiana the VINASAT 1 satellite for the Vietnam Posts and Telecommunications Corporation and the Brazilian Star One C2 communications spacecraft.
The previous launch of Ariane with ATV "Jules Verne" was on March 9th and was postponed several times.

How is "Launch" defined? Does the rocket just have to be ignited and blow up, or does it have to leave the pad in one piece or successfully deliver it's cargo?

if ignited and blow up it would have been kind of launched.
seriously: I think any attempt to get the rocket up should count as launch in this case.
