theonecalledmichael, the assumption is part of the question. having a "no independence declared" option wouldnt make sense in the context of the question. furthermore, if u check the settlement details (posted in the background info area), instructions have been left for exactly what to do, should Kosovo remain a part of Serbia for the remainder of this February. if u dont like the question, then u should pass on it. but thats a long way from declaring it void.

I think that pretty much answers the question, doesn't it?
1. If Kosovo declares its independence, the question won't be voided(duh!)
2. If it doesn't, there is a valid reason (Kosovo hasn't declared its independence)
Therefore, no matter what, the answer is NO
