Will a plug-in Toyota Prius beat the Chevy Volt to the showroom?
Settled as Neither is available by 2010
Neither made it by the beginning of 2010, although both are trying for a 2011 model that might see the sales floor by the end of 2010

Toyota has also announced plans to offer a plug-in version of their popular Prius hybrid, but have not officially set a date for its availability. Will Toyota push to have their car out first, or will Chevy make their deadline?

Why is this question not settled? Per the previous answer, "by 2010" means Jan 1 2010. Neither vehicle is available at this time. Thus, "neither" should be the winner.

With a "suspend date" of 2009, will H$ be held, unavailable, until one or the other car gets to the showroom?

The term "by" will be considered to be exclusive of the date referenced. E.g. "Will the satellite hit earth by March 25th?" will be settled as a "Yes" if it hits prior to March 25th, and 'No' if it hits on March 25th or later.
