This means past tour favorites, Americans Chris Horner and Levi Leipheimer will not compete. So, is there a new American rider poised to stand on the podium?

I suppose if an American wins then is banned for drugs he still wins for the purpose of this question.

hehe, okay, the background text clarifies already, but I just wanna say:

Podium = winners' rostrum, the guy must be placed 1st, 2nd or 3rd
An American = a guy who drove the tour on his bike as one of the starting field. not just some official or streaker :)

Yes, on the podium means places first, second or third and yes, not a member of an american team but one claiming american citizenship--ie. christian, george, will or doug.
