Yes, it is; it's a subtype of death market known as an "assassination market", and it would be just as disallowed on Hubdub as any of the other death markets. (Technically speaking, it violates the death market ban by using the death of a particular person as the sole basis for settlement). My point in providing the link here was so those unhappy with the Hubdub ban could see A) how distasteful such questions can be and B) what kind of trouble and negative publicity such markets tend to attract.
