I admit defeat. Can anyone make a valid question out of this?

I admit it. I am speechless, (or even wordless as the case may be).

At the PETA site there is a petition that can be filled out. The petition at the time I am writing this has a tally of 2496 as indicated on the top right hand of the page. It asks the U.S. Fish and Wildlife Service to Stop Promotion of fishing.

Upon reviewing the USFaW site I had difficulty finding any evidence that they are promoting fishing but then I found this page which provides several links including one "Fishing is Fun for Everyone: It's Easy to Learn How (in PDF format) "

Perhaps a question like "Will they reduce their promotion of fishing?" (as reported by mainstream media) would work but I am unsure of the bureaucratic requirements for this to take place so I would have difficulty proposing starting odds and suspension date.

Hmm. It's a curious concept, but I don't think I'd much care for kittens if they were scaly and slimy and sometimes ate you. Plus kittens probably wouldn't be considered so cute if they were tasty and a source of Omega 3.

Hmm. can't do anything to do with the number of people signing the petition cos it's too easy to game. Can't do anything to do with will anybody take to the new name because they obviously won't. I suppose you could do a long-term question on the numbers of people angling for fun or keeping fish as pets if there are figures anywhere.

Somehow I get hung up on the idea of buying a bag of cat food that brags "new sea-kitten flavor"! That just seems too confusing. Why can't people leave our language alone & get a more useful hobby? LOL

yum i would eat fish more if they were called sea-kittens, that just sounds better to me than fish, plus i hate cats so there is even more incentive.
