New guidelines on opening questions

Just so you know....a decision has been made to slightly adjust the rules concerning suspension time for questions regarding whether an exchange will 'open higher'. Here's the official statement, which I also posted in comments on both an American market and an International market for all to see.

All open-up/down questions to suspend at least one hour prior to opening bell. All close up/down questions to suspend at opening bell. Please help enforce.Applies to all international markets as well.>> >>

This does not affect the questions about where will the markets close, they can still remain open until the opening bell.

Well, with so much and so quickly happening changes, we are confused what question is allowed, what is not and for what reason.
I don't uderstand why the regular daily question on the Dow at 1 PM was scrubbed. It was good, running for enough time, users were accustomed to it and I don't see any reason to eliminate it.
And I don't know if "my" question about the greater percentage change between Dow and Nasdaq is allowed under the new rules. As it refers to the closing of the indices it would be fit for closing at the opening, but? Is it at all allowed?

The percentage question is not one of those approved for in-play status, but that wouldn't prevent it from being posed as long as it closed at of prior tothe opening bell.

The problem with the 1PM question is that it would usually be too predictable leading to extremely higher percentages slanted towards what would become an obvious outcome before suspension times. And having it posed as a question suspending before the opening bell didn't seem to interest many players.
