Payment for question creation!

I suspect this has been raised before although I can't find it mentioned in the forums. Question creators could be paid for what can sometimes be a time consuming task. A 0.5% rake of the total staked on a question would benifit the creator and also open many alternate options, i.e. an earnings leaderboard, fines for voids.
