Sort by most active?

Can anyone explain what the sort by most active option does on the homepage or category pages? Everytime I choose it the markets appear to be scrambled in the list.

Most predictors sorts the q's by how many dubbers placed bets. But most active doesn't seem to sort them in any order. Anyone else have any ideas?

Most active is sorted by the amount of hubdub dollars placed on the question during the time period, rather than the physical number of users making a prediction.
