How much speech time will Bill and Hillary be allocated at the Democratic Convention?

The amount of time each was allotted was not announced. There are no clear ways to indicate what was allocated, just what was taken, and this market was not to be decided based on how much ACTUAL time.

Background:

Settlement details: As reported by a major mainstream news source. Both does not mean combined. The convention is from Aug. 25 - Aug. 28. The market refers to the time the DNC will allocate to the Clinton's. Not the time they will actually take.

Primetime: 8:00 p.m. to 11:00 p.m. Eastern and Pacific and 7:00 p.m. to 10:00 p.m. Central and Mountain Monday–Saturday.

From the settlement details: "Both does not mean combined". So that means: BOTH will have 40-50 minutes each or NOT HAVE 40-50 minutes each as an ALLOCATION. I guess the question also presumes that they will use close to their maximum allocation each.

How will it be determined and settled how much time they have allocated?

OR does the question refer to how many minutes they will each ACTUALLY use (regardless of whether or not they have gone past their allocated times)?

Either we need a source for allocated time limits OR someone to sit and time the speeches. What did the author intend and what has been arranged for this question?
