Primetime: 8:00 p.m. to 11:00 p.m. Eastern and Pacific and 7:00 p.m. to 10:00 p.m. Central and Mountain Monday–Saturday.

How will it be determined and settled how much time they have allocated?
OR does the question refer to how many minutes they will each ACTUALLY use (regardless of whether or not they have gone past their allocated times)?
Either we need a source for allocated time limits OR someone to sit and time the speeches. What did the author intend and what has been arranged for this question?
