It is far less likely than 22% that an arrest will be made in a murder from 12 years ago that suffered a bungled investigation and compromised crime scene. Furthermore, one of the people most likely to be arrested, Patsy Ramsey, is dead.

When I wrote this question back in July, police had just announced that they had the DNA of the murderer and that it did not match ANY members of the Ramsey family. It seemed reasonable to me at the time that, armed with this new evidence, investigators might be able to identify the killer rather quickly. Obviously that hasn't happened in three months time but it's still not out of the question, assuming that they're checking it regularly against the FBI's national DNA database and against any local suspects that they investigate.
