We have had this problem before... the largest photograph is at the very top of the page, so the text that "accompanies" it is BELOW the photograph.
IF that is the criteria to be used, than the winning prediction is "consonant" ="G" (Given a Shovel).
If that is not the criteria, then this question likely ought be voided, as one of the two other top page (flush top) stories begin with a vowel, the other with a consonant.
