Will Germany send more troops to Afghanistan by the end of 2008?

Recently Presidential nominee Barack Obama in Berlin asked the German's to commit more troops to the conflict in Afghanistan. Along with Obama, SecDef Robert Gates and other members of the U.S. military have asked the Germans to step up.
Currently the Germans are operating in the low risk areas of Afghanistan (the north) and not in areas where casualties are high. The German public isn't exactly keen on sending more troops to high risk areas, not especially because their constitution does not allow for foreign deployments.
