Historically it's been common, perhaps traditional, especially by Juan Antonio Samaranch when he was head of the IOC to refer to the latest Olympics as the "best ever" during the closing ceremony (with the tragic exception of Atlanta). Will the words "best games ever" (or subtle variation of such - eg "best ever games") be used during the closing ceremony by an IOC representative?
