The 6-7th place rankings there appear to be consistent with the goal of 35-40 medals (also in the background information).
This page is confusing, however as the left hand column ranks by total gold medals. The ranking for the total medal count is on the right hand side (where France currently appears to be in 7th place with 34 total medals).
