Will it be reported before 8-1 that a death or crime occurs because 911 operators are bogged down?
The odds for the market do seem to low. We've heard many times that frivolous 911 calls lead to the occurrences of crimes. There was a Dateline report on this two or three months ago. I'd suggest odds nearing 65% for the market.

Wouldn't the crime happen because criminals were practising their trade?
I meant that police cannot prevent a crime, because no one can call 911.
