Will the US Postal Service or one of its competitors allow PostMEN to wear kilts by 2009?

In recent news, a US Postal mail carrier, Dean Peterson has been trying to convince the USPS management to adopt kilts as an acceptable garment for their delivery uniform. He was defeated in June at a mail carrier's convention.
Will the US Postal Service or one if its courier/mail delivery competitors allow the MALE employees to wear kilts instead of pants/shorts while making deliveries, by the end of 2008?

The following is what I dug up on the specifications of the competitor's uniforms:

UPS uniform - " It consists of a brown short- or long-sleeve button-up shirt or blouse with a pointed collar, front left pocket, and the company logo above the pocket. The shirt is worn with a pair of brown pants or shorts. When pants are worn, the shirttail is tucked in. All buttons, with the exception of the one on the collar, are fastened. Both shirts can be worn with either the shorts or the pants."

**CLARITY**
"OTHER" includes, more than one of the listed carriers OR another "top competitor" (this is another well known, well established service, not your local paper boy who wears a kilt to toss newspapers on your porch every Sunday)

@letme..my paperboy is nude during the summer. if he wears a kilt this winter i think it should count as yes. :O)
