The question's settlement is exceedingly tricky. He was absolved, but it does not appear he was actually reinstated in the few days between the police report and the election. So I will also settle for No.

winston peters is currently the minister for foreign affairs for the current labour led coalition government of nz.
he is currently weathering a political storm due to some dubious donations made to his party by prominent nz businessmen. will helen clarke, the current pm, cut him loose due to this. admins please note, the suspend date is when the election must be held by, but the date has not been set in concrete. the suspend date may need amending when the election date is announced

point of clarification. winston peters has been stripped of his portfolios temporarily, pending a serious fraud office inquiry. the market can still settle as yes if the portfolios are returned to him before electioon day, or no if he is still under investigation

I flagged the settlement of the question for review:

I am forced to dispute this settlement.
Although W.Peters is cleared by police from fraud allegations, he is NOT the New Zealand Foreign Affairs minister as of Nov 8, the Election day.
Prime minister Helen Clark is Acting FA Minister and is still on Nov 8.
