you know if Michael Phelps broke off and made his own country, he'd be in 11th place for total medals and 4th place for gold medals.

I would cheerlead for this question to be voided if it ties, rather than add an arbitrary "determine the winner the by value of medals" qualification, after the fact.

i have no money in the market. did phelps win anything other than gold? if not canada would win any tiebeaker done in the many other questions that might tie will be settled.
