Will Peter Rabbit the Horse be evicted from Hickman, Nebraska?

The City Council has voted against the Horse staying and although the Horse owner has said he won't move his horse the odds for the market are still to low for yes. I'd suggest reposting with odds closer to 40-60% for yes

Background:

There's only one horse left in the town of Hickman, Nebraska, an old fella named Peter Rabbit. And his days in town may be numbered. The city council has voted to ban horses for the city limits, which means that Peter Rabbit will have to hoof it out of town by September 15. Will he be leaving the only pasture he's ever known?
