Will there be additional terrorist bombings in India in September?

Settled as No

After considerable delay, and no real clear news that an identifiable terrorist group was linked to the three bombings within the time-frame of the question, I am going to settle this as both Yes (terrorist-type bombings occurred) and then No (none of these bombings have been definitively linked to any group).

Background:

Background: Terrorist attacks occur throughout the world, and in areas not just associated with the United States and European countries.

Saturday September 13th, a coordinated bombing attack took place in New Delhi, the capital of India.

Five bombings within 45 minutes struck busy shopping districts in India's capital, killing at least 23 people and injuring more than 60.

A little known group calling itself the Indian Mujahideen asserted responsibility for the attacks, saying in e-mails sent to several news stations: "Stop us if you can. We strike with message of death. We are terrorizing for your sins."

http://www.washingtonpost.com/wp-dyn/content/article/2008/09/13/AR2008091301215.html?hpid=topnews

Will this group or any other identified group be able to set off another bomb attack that results in at least one death, not including that of a suicide bomber?

If no attacks resulting in deaths of others occur in India that are attributed to a terrorist group by the end of September 30, this will settle as a NO. If any attack happens that causes the death of at least one bystander or other non-participant, it will settle as YES.

Question suspends September 26.

That part from the background is why this question hasn't settled yet. We are waiting for a group to be identified as the culprit.

There are new bombings today http://news.bbc.co.uk/2/hi/south_asia/7643390.stm

No-one has claimed responsibility yet. If any group claims responsibility for any of these bombings or last week's New Delhi bombing, or if any group is named by authorities as being responsible, I will immediately settle as Yes. But, because of the way the question was phrased, we have to wait.

Please be patient. I'm not trying to keep you from your rightful winnings. I'm just endeavouring to settle the question precisely and fairly, based on what the question exactly demands.

One of the bombings in Comment 6 has been blamed by the police on terrorists, but unfortunately for our predictors, they don't name the group.

There is more to these stories than first appears. Here is a very interesting article about the strong possibility that the Delhi police have been not entirely honest about what happened when they killed two Muslim "terrorist" youths recently in what they called a an armed standoff. It's remarkably reminiscent of the shooting of Mr de Menezes in the Stockwell Tube Station in London, England.

This editorial is not encouraging that we will get a clear answer from the various police forces of India:

However there has been 1 arrest in the Malegaon bombing (which is one of three that occurred during the period of time covered by the question -- the other two were the single bombing in a New Delhi marketplace and a similar bombing in Modasa in Gujarat). The only reference to who committed this bombing is that the arrested man is a Muslim. So we must still wait for more from the police, or some organization taking responsibility. http://afp.google.com/article/ALeqM5hXET-u1FRguPzLlzAMZpzjFr_erg
