Good question. But I'm moving it over to Politics/US Foreign Affairs. If your question is about the US response to some other country, that's where the question belongs, not in World. How do you decide? Well, if the question is settled by an action or decision that takes place in the US, it probably belongs in Politics. If the action or decision referenced is in another country, then it belongs in World.

Well the US response would have to be based upon a action in north korea. Therefor world.
