In 2008: Will there be another refusal to send US vaccines for fear of them becoming bioweapons?

Although there has been much public scorn - as scientists doubt the viability of creating bioweapons from non-live vaccinations - currently the US have regulations on exporting vaccinations to North Korea, Iran, Cuba, Syria and Sudan.
The regulations, which cover vaccines for everything from Dengue fever to the Ebola virus, mean these countries must apply for special export licenses to receive these vaccinations, which may be denied or granted at the discretion of the US government.
Will this 'fear of bioweapons' lead to another country denying the US access to any other vaccination (or Indonesia refusing the US a different type of vaccination other than bird flu)?

Settlement details:
As reported by a major mainstream news source. Will be settled as 'yes' if another country denies the US access to any other vaccination (or Indonesia refuses the US a different type of vaccination other than bird flu). One of the reasons for the refusal must be a fear of them being used as 'bioweapons'. If no news by suspend date, question will settle as 'no'.
