Will a new state cold temperature record be set this winter?

In recent days cold records have been broken in Idaho, California and Oregon. This market is looking to forecast whether any of the US 50 states will record a lowest *all time* record this winter; defined as November 21st, 2008 through February 20th, 2009? The last three records set were:

Iowa - Feb 3rd, 1996, 47 degrees below F.
Wisconsin - Feb 2nd, 1996, 55 degrees below F.
Illinois - Jan 5th, 1999, 36 degrees below F.
