How many states will face federal charges for suppressing votes in the 2008 US election?

Vote suppression is a government-perpetrated crime, unlike voter fraud, which is perpetrated by individuals or non-government organizations. Following the 2000 presidential election, federal charges were heard that thousands of black and lower-income voters were illegally denied their right to vote. In an Oct. 9 article, the New York Times describes 9 different states (including six "swing states") where voters were removed from voting rolls and/or prevented from registering in 2008.

How many states will face federal charges before the end of this year for having suppressed votes by these or other means in the 2008 election?
