Will a new National Security Force have boots on the ground inside US during 2009?

Background: OOPS! Sorry about that, I'd intended to say 2009, not 2008 all along. Reposted now with correction. Will settle for yes if the following conditions are met:

1.) A completely new, Federal security force, that does not yet exist at time of this market creation, (11/11/08), is created during 2008 or 2009.... and

2.) Uniformed members of this new force are deployed within the domestic United States during 2009... and

3.) They are not simply redeployed members of existing military or civilian peace officers; Army, Navy, Air Force, Marines, Merchant Marine, City, State or County Police Officers, Dog catchers, Poultry Inspectors, etc.
