Background:

On November 17, Tibetan exiles met in Dharamsala, India, which is the home of the Tibetan government-in-exile. The meeting was called by the Dalai Lama. It is scheduled to last through November 21. It is the first such meeting since 1991.

The Dalai Lama and the government have advocated autonomy under Chinese rule. However, a large movement is convinced that Tibet should declare its independence from China, because they say dialog with the Chinese government has failed. Chinese officials have said that they are unwilling to reach an accord with the Dalai Lama.

This market will be settled based on what decision is made at the meeting, not on actions taken after the meeting. It will be settled after the meeting has concluded.
