Will Congress tell Bush that he is not to pardon his staff?

House Resolution 1531 was introduced Nov. 20, 2008 by Jerrold Nadler (D-NY). This is the first resolution (I suspect there will be others) urging President Bush not to pardon senior officials of his administration for any crimes he allegedly authorized. It also urges Congress to investigate those crimes and any pardons relating to those crimes, and urges the Attorney General (current or future) to appoint an Independent Counsel to prosecute those crimes. What this question is asking is whether any resolution urging Bush not to pardon senior administration officials will be passed by this Congress?
This question is not asking whether the president will sign it, or whether it will be significantly amended before voting on, only whether a majority of congress will vote for this resolution or one similarly asking Bush not to pardon senior administrative officials for crimes that he authorized.
