ha! took me a few reads of the question to work out what it was all about ... good to see hubdub is keeping our minds active, at least, if not doing much for the obesity cause!

Perhaps a solution (of sorts) would be for the airlines to provide a few 'wide body' seats on each plane to seat those individuals.

I took a group on a trip and one was very large...not only was it a discomfort for him, but also for the person seated next to him, and as he sat in an aisle seat, it also caused some problems for the attendants and others trying to pass.

If there were some seats...6-8 on each flight that were reserved for bulkier passengers that might address some of the issues. If not needed, then other passengers could get the benefit of a larger, more comfortable seat.

Maybe there could be some sort of process set in place to determine who qualified for those seats.

I am a relatively thin person (read as skinny) ;) ... and I find the seats uncomfortable, so I have no idea how a person who is moderately (or more) obese could sit in an airline seat with any degree of comfort.
