Background: The White House and a top Democratic lawmaker said they were likely to reach agreement Monday to help failing U.S. automakers, as congressional drafters put the finishing touches on a bill.

Under the plan, the carmakers’ could get emergency loans on Dec. 15, 1 week from the creation date of this question.

What if the bailout is passed on Monday, December 15? There is no option for the 15th. The options are "before Dec 15" or "not before Dec 16. This Question is flawed.

Auto rescue bill in peril, opposed by GOP senators

"Also included in the bill is an unrelated pay raise for federal judges." I know this happens all the time, but it irritates me when they try to piggy-back unrelated stuff on a bill. I wish they would let everything stand or fall on it's own merit!
