Background: While the Lisbon Treaty isn't ratified by all of the European Union's 27 member states, the so-called "President of Europe" role will have to wait. As the current lead executive in Europe, Jose Manuel Barroso has been lobbying for a second term for a while, which could equal his political legacy to that of former EC President Jacques Delors, who served for ten years. While Barroso's political family lies on the right (his party, PSD, is a member of the European People's Party), he has scored a few points when the other major group in the European Parliament -- the Party of European Socialists -- chose not to bring forward a candidate to President of the EC, plus Spain and Portugal's PMs already said they would support Barroso for a second term.

2009 is election year for the European Union but there is little hope for a political realignment. Meanwhile, the French presidency of the EU ends on the 31st, to be replaced by the Czech Republic and its eurosceptic (to say the least) head of state. Barroso has said December's summit is key to Europe's future, aiming to address three crises at once: environmental, political, and economical. Some news outlets are reporting he is also looking to lock his political future.
