Will Scotland succeed in getting "Dot Scot" as top level domain in 2009?

Background: It seems that Alex Salmond doesn't have enough to do. Fix the economy? Reduce crime? End child poverty? No, he's busy campaigning to get a new top level internet domain for Scots all round the world.

2009 is the "Year of the Homecoming" in Scotland, according to the website, "an events programme celebrating Scotland's great contributions to the world". Otherwise known as a tourism campaign.

Still, always good to celebrate ones heritage.

However, is the domain name really necessary? And will it happen during the Year of the Homecoming?

Settlement details:As reported by a major mainstream news source. Question will suspend on Dec 25th but settle on Dec 31st 2009. Question will settle as yes if Scotland achieves it's own top level domain name, it doesn't necessarily have to be "dot scot". (i.e. instead of .com websites will use .scot or something similar.)
