Will Microsoft announce it's own open source end user OS by 2010?

Background: Could it be?! Did Microsoft open its mind to the need of completely rewriting the Microsoft OS as we know it? Are we facing a new era at Microsoft as we were when they first started? Even that I seriously doubt it, I surely hope so, for the sake of us all.

Microsoft Selling Suse/Linux does not count. I mean an official windows product with a "start button", sold by Microsoft, running on an open source operating system.

Just to clarify, does this mean "announce" by 2010 but not necessarily release? So if they announced on Dec. 31, 2009 that their next OS to be released in 2011 would be based on Singularity and would not be open source, then option 2 above (No, Singularity, Propriety) would win?
