Where will Manuel Noriega end up in 2009?

Background: General Manuel Noriega, the former Panamanian dictator, turned Prisoner of War in an American Prison want's to know where he's gonna end up.

Noriega completed his sentence for drug trafficking and money laundering in 2007, but has remained in jail as the US courts decide exactly what should be done with him. The General would like to head back to Panama after 'finding god' in prison but the Panamanian government would like to try him there as well (although he would probably only be sentenced to house arrest if tried).

The American government on the other hand would like to hand Noriega over to the French, to stand trial in France for crimes related to his nefarious past activities. It should be said that this ruling, is not exactly kosher in terms of the Geneva Convention. In the end the decision of where Noriega goes will be up to incoming Secretary of State Hillary Clinton, when she decides to either go with or against the court decisions.

Settlement details:As reported by a major mainstream news source. Market to settle on final announcement of Noriega's status, or settle on Dec. 31st 2010. The final announcement will probably be rendered by the state department, but that is not assured.
