Will Oregon eliminate its state gas tax before 2019?

This trend has not been completely beneficial to Oregon, though. Gas tax revenue has decreased $4.8 million per year since 2006. Gas tax is a major contributor to the state's transportation projects.
In Oregon's 2009 budget, Governor Theodore Kulongoski proposed a highway tax based on mileage, not on gas. Under the plan, every new car sold in Oregon would be equipped with a GPS device. The device would record every mile driven and where. The mileage tax would be based on distance traveled in-state. It could be increased for rush-hour driving.
Opponents say that the plan infringes on drivers' privacy. They state that the GPS devices could be used to track drivers' movements for reasons other than implementing the tax.
Officials have said that the plan will require several years to implement fully. It will also require cooperation from the federal government or several other states. Ohio, Pennsylvania, Colorado, Florida, Rhode Island, Minnesota and Texas are also considering a mileage tax.
