If and when will US home prices rebound, per 2009 S&P/Case-Shiller Composite-10 index reports?

Background: It has been a long time since the Case-Shiller index showed an annual gain. If and when, for reports released in 2009, will S&P/Case-Shiller Composite-10 Home Price Index show a positive 1-Year change? The report is released on the last Tuesday of every month, and trails by two months. Results and market outcome for November 2008 are per the initial report released by Standard & Poor’s on January 27th, outcome for October 2009 released last Tuesday of December. Any revisions to a report or index will not factor.

Does the question pertain to the date the report describes, or the date of the release?

The settlement conditions apply to the date described by the report, not the release date. This is evidenced by the fact that the question when created in January had options for November and December as well as January.

So if a report is issued in July for May, the winning option would be May.
