How much will the Treasury drain for the new flushers?

Background: The state of Georgia in the USA is getting very serious about their toilets. Particularly, Gwinett County. The Atlanta Journal-Constitution on Sunday, January 25, 2009 reported:
Metro county water departments are holding firm to efforts at conservation —- even when it costs them.
Gwinnett County passed a measure to again offer residents $300,000 in rebates for upgrading to low-flow toilets. The program is one factor contributing to a decline in revenue for the water department.

Last year, (2008) Gwinnett issued $122,000 to residents who replaced 1,500 old toilets with low-flow models. Assuming each toilet was installed in January and used seven times a day, as much as 9 million gallons of water were saved in 2008.

“From a public policy perspective, it’s one of those things we just have to do,” said Jim Scarbrough, assistant to the director of Gwinnett County Water Resources. “Water conservation is here to stay.”

Cobb County has shelled out $360,000 to residents since initiating its toilet rebate program at the end of 2007. Cherokee paid about $25,000 in rebates for its toilet program.

In DeKalb, the county spent $428,583 in rebates for 5,622 toilets. Fulton paid rebates of $59,610 for 796 toilets.

PLEASE NOTE: This question is only interested in how much Gwinett County pays in rebates for the year 2009 in the Privy Rebate Plan.

This is an environmental issue since it isa method of enocuraging people to save water by replacing their old privy with a new lo-flow flusher.

Settlement details:As reported by a major mainstream news source including the atlanta Journal-Constitution or press release issued by Gwinett County Georgia, or the Gwinett County Water Resources Department.

As soon as the actual amount of $$$ given in toilet rebates for 2009 is announced the question will settle. (Plan on it taking until January 30, 2010)

I disagree that it is an environmental issue. Water is simply an economic resource. Whether or not the citizens of Gwinett County use more or less water won't make any difference to the environment, the planet. True environmental factors such as pollution and greenhouse gas emission are unaffected by water usage. Put another way, water is completely recycled.

It's quite common to associate water conservation with being 'green' but there is no reason to do so.
