I recognize the difficulty of catching the creator - but he/she/they have a lot of people gunning for them, and methods of back-tracking them are getting more sophisticated. Basically they have to catch someone giving the worm instructions or having any information sent back to him. Of course, there are very clever ways to do that - not least of which would be launching a new worm, that (after a few weeks delay so it spreads without becoming big enough to draw attention) starts sending new instructions to the bigger worm.
