Will Allen Stanford be located by the end of February?

Settled as Yes

News reports stated that he had been located and served with legal papers in Virginia by 4 PM CST on 2/19.

Question is being settled as of that time and wagers made afterward are to be voided and refunded.

Background:

Background: Texas billionaire, Allen Stanford, is the latest person to be accused of running a ponzi scheme. The UK Times reports:

One of Allen Stanford's own lawyers has emerged as the key figure who prompted regulators to start legal action over alleged $8 billion fraud against the flamboyant Texan billionaire who sponsored a $1 million-a-man cricket match.

The US Securities and Exchange Commission lodged a civil suit against Mr Stanford and his Stanford Financial Group last night, claiming that it was investigating "a fraud of shocking magnitude that has spread its tentacles round the world".

However his whereabouts is still unclear. Portfolio reports:

Yesterday, Stanford spokesman Brian Bertsch "wouldn't discuss the whereabouts of the Texas billionaire", probably because he didn't know those whereabouts. It's probably a safe guess, however, to say that he's not in the US, and neither is he in the US Virgin Islands, where he lives most of the year. Antigua? It's possible, but I'd say unlikely. More probable is somewhere with an ask-no-questions private-banking industry and a vague-to-nonexistent extradition treaty with the US.

Personally, I always thought if a Texas billionaire takes an interest in cricket it has to be a front for something.

Settlement details:As reported by a major mainstream news source. This will be settled as Yes if Stanford speaks directly to the press, is photographed by the press or his location is otherwise positively identified.

Apparently he tried to hire a private jet to fly him to Antigua...but they refused his credit card.
