Will Chrysler formally merge with Fiat in 30 days?

I'm going to settle this as NO as there has not been a formal takeover or merger of Chrysler by Fiat within the time period specified. It may still occur, but this headline from an article on May 8 states:
Wall Street lenders opposed to U.S. plan to reorganize carmaker throw in towel. Control of company by UAW and Fiat looking more likely.

Background: The Auto Task Force from the Obama administration announced yesterday that for Chrysler to receive more government aid it must be on the condition of a Chrysler and Fiat merger. The merger would make Chrysler-Fiat the world’s sixth- largest auto company by vehicle sales.

Chrysler has stated that a framework for a merger has been agreed to in principle in January, but “substantial hurdles” remain.
The initial plan holds that Fiat takes a holding of 20% in Chrysler, and ultimately limited to a 49% stake, a person familiar with the alliance plans said. If the deal goes through Fiat is also rumored to want to start making Fiat models in the U.S.

Within the 30 day period the Task Force is looking for Chrylser must merge with Fiat, develop a new business plan and enter a government-orchestrated bankruptcy to eliminate Chrysler’s debts

Within this 30 day period will Chrylser be able to accomplish this first set of goals laid out by the Obama administration?

This merger may be the end of asphalt-bound automobiles as we know them; did you know you can rearrange the letters in 'Chrysler-Fiat' to spell 'Their cars fly"? (Of course, it could also be a harbinger of much smaller models to come; the same letters can be rearranged to spell 'Hi! try elf cars!'.) :)

From the settlement information, it is clear that the companies plan to merge; however, the question speaks of "formally merge." Would formal suggest a plan, a contract or the action itself? My interpretation is that they are planning the process, but do not have a formal agreement as to how/what/when/why, suggesting the result is "No."

they do have a formal agreement, including contingency plans such as the fact that fiat can own upto 16% more of chrysler if the govt gets paid back in a certain time

If it isn't enforceable in a court of law it's not a "formal" agreement because it can be changed at will by either party or one party could pull out before signing.

@frank - where are u getting your information? everything i've seen has said that there is a deal in place with both sides saying the same thing - Fiat would initially get 20 percent of the company, but its share could rise to 35 percent if certain benchmarks are met, and Fiat said Thursday it could get an additional 16 percent by 2016 if Chrysler's U.S. government loans are fully repaid. Fiat would also get access to the North American market through Chrysler factories and dealerships.

i have no money in the market. i tend to lean towards what frank said in comment 9. saw some professor of law playing a talking head on the news earliar tonight. he said it was questionable whether the deal was legal. lets see..the US govt, a company thats bankrupt, and a foreign company invovled in a 3 way deal. sounds like a disaster waiting to happen.
