Before it becomes a problem at settlement time, how will it be dealt with if it opens in phases. I could easily see them focusing on getting the casino and hotel open in time, but delaying the completion of many features like the residences and monorail. When will this settle? Based on the opening of just the casino or when the entire facility is open?
