By the end of 2010, will PETA succeed with their 'Sea Kittens' campaign?

This question should be settled Yes if PETA succeeds in either one of the following goals:
1 - Convince the US Fish and Wildlife Service (USFWS) to use the term "Sea Kittens" instead of "Fish" in a significant portion of their website and promotional materials
2 - Convince the USFWS to stop all promotion of "Fishing"
