Will the coup in Honduras succeed in ousting President Manuel Zelaya?

Settled as President Zelaya in exile outside of Honduras

All major news sources are stating that Zelaya is still in exile outside of Honduras.

Background:

Background: Honduran army troops seized President Manuel Zelaya early today and sent the leftist president into exile in an apparent coup, reports from the Central American country said. The military action followed days of unrest ahead of a referendum over constitutional reforms scheduled for today. The vote was to ask Hondurans whether they wanted another referendum to change the constitution in a number of ways, including allowing re-election of the president.

Army leaders opposed the vote, which they, Congress and election officials said was illegal. In response, Zelaya last week fired the top military commander and then ignored a Supreme Court order to reinstate him.

Honduran court defiant on Zelaya
July 3, 2009 | BBC News

The Supreme Court of Honduras has rejected a demand by the Organization of American States to reinstate the ousted President, Manuel Zelaya. OAS chief Miguel Insulza was told that the court's position was "irreversible" when he met its president for two hours in the capital Tegulcigalpa. Mr Insulza, who arrived in Honduras on a mission to have Mr Zelaya reinstated, left the meeting without comment.

Troops forced President Zelaya out of the country on Sunday. The interim government formed after his removal says Mr Zelaya's attempts to change the Honduran constitution, and possibly extend his power, justified the army's actions. It can now expect expulsion from the OAS, diplomatic isolation and likely international sanctions, the BBC's Stephen Gibbs reports from Tegulcigalpa. Mr Zelaya is expected to return from exile to the country on Sunday, accompanied by OAS officials and Argentine President Cristina Kirchner.

The new Honduran government says he will be arrested.

Zelaya vows to return to Honduras
July 4, 2009 | BBC News

Ousted President Manuel Zelaya has vowed to return to Honduras on Sunday, despite being threatened with arrest. In a speech on the regional TV channel, Telesur, Mr Zelaya said he would arrive along with several other presidents. Mr Zelaya, who was forced out by the military on Sunday, criticised the leaders of the interim government and described them as traitors. The Organization of American States is holding an extraordinary session and is expected to vote to suspend Honduras.

Ousted Honduran leader accused of theft
http://www.washingtontimes.com/news/2009/jul/22/zelaya-accused-of-cash-withdrawal/

Honduran officials are investigating allegations that President Manuel Zelaya and his chief of staff stole millions of dollars from the central bank before the military ousted Mr. Zelaya last month, according to a senior Honduran official, government documents and other evidence.

A security video from the Central Bank of Honduras made available to The Washington Times shows officials entering the bank June 24 and withdrawing large amounts of Honduran currency. The money was driven to the office of Mr. Zelaya's chief of staff, Enrique Flores Lanza, according to depositions by three witnesses to Honduran prosecutors.

When is a coup not a coup
http://www.caribpro.com/Caribbean_Property_Magazine/index.php?pageid=719
A few weeks ago there was a constitutional change of power in Honduras; not usually an event which would cause the world to get involved in the internal government of a country, especially a country enjoying the freedom of an effective democracy.

IT WILL BECOME A DEFINING MOMENT IN THE DEFINITION OF DEMOCRACY

During the early morning of June 28th, 2009, an event occurred in the small Central American country of Honduras which will become a defining time in Honduras’ history; indeed, it will become a defining moment in the definition of democracy. And because of the immediate reaction of the United States of America, it will become a defining point in time for the world to judge how the United States becomes involved in the government of other countries.

As the sun started to rise on Sunday, June 28th, 2009, a military corps, acting under direction of the Supreme Court of Honduras and the entire Congress of Honduras, entered the Presidential Palace in the capital city of Tegucigalpa and removed the President of Honduras, taking him by plane to Costa Rica, where he was discharged.

The news media and the U.S. state department immediately jumped on the following equation:

Head of state + Central America + military removal from power = coup d’etat.

Armed with only these facts, most people would make the same leap to judgment….. Unless they had the rest of the information and some understanding of the Honduran constitution, or unless they came to Honduras today and see that life is continuing the same as it was prior to these events; there are no tanks rolling down the streets, no curtailed rights or liberties.
