Will any car dealer be found not destroying cars in the cash for clunkers program?

No reports definitely showing that a car dealer did not destroy a car in the cash for clunkers program

Background:

Background: The program requires that the clunkers be put out of service for good, so dealers must destroy the engines on cars that are traded in.

The question is being ask because the dealerships are responsible for destroying the cars. I have found that not all car dealers are honest, so I feel some will not destroy the cars if they feel they can get away with it.

I could not find any information online what the penalties will be, so my guess is no one has determined what to do if the dealers don't destroy the cars. I am quite certain it will happen but I don't know if it will be reported so I will set the odds in favor of no one being caught.

thats better than destorying them. what about spare parts? what about a second car? what about first time drivers? the govt is making all those options much tougher. anybody wanna buy a teen/first time driver a new car? imo it only hurts the poor and middle class to destory those cars. govt trying to force people to buy cars they like..not what the people like.

So they have this program where the government gives away "free money", and all the news sources are amazed at the "strong interest from the public" - I wonder why!

They other mystery is how they ran out of this free money... that only happens if the money has to come from "somewhere."

NEW YORK — Hundreds of auto dealers in the New York area have withdrawn from the government's Cash for Clunkers program, citing delays in getting reimbursed by the government, a dealership group said Wednesday.

The Greater New York Automobile Dealers Association, which represents dealerships in the New York metro area, said about half its 425 members have left the program because they cannot afford to offer more rebates. They're also worried about getting repaid.

Article about a 'clunker' not being destroyed, but rather up for resale. But the deal doesn't seem to violate any of the rules...this one won't settle the question.
