F1: How many teams will take the grid for the Bahrain Grand Prix ?

Background: There have been no shortage of wild rumors about the makeup of the 2010 grid, and 2009 isn't even over yet. Three new teams were added, but the BMW team's recent sale has left the FIA pushing to make room for them as a 14th team. Conversely, there are rumors that Toyota may pull out as Honda did at the end of 2008 and uncertainty surrounding several other teams.

Settlement details:As reported on Formula1.com. If the schedule is shuffled such that Australia is not the first race in 2010, whatever race becomes first will count for settlement. Question can be settled based on the number of cars in the first Friday practice session.

"Ecclestone told the paper he thought 24 cars would be on the grid at the start of the season. With US F1 and Campos there would be a total of 26 cars in Formula One, indicating that Ecclestone thinks another new team could take the place of the two he expects to leave."

USF1 ask FIA to allow them to miss the first four races.

http://www.newsonf1.co.uk/2010/news/Feb/article_USF1_asks_to_miss_first_four_races_of_2010.html

If the FIA allow USF1 to miss the first four races it would mean only 12 teams start the season and USF1 would appear for their first race in Barcelona.

The HRT team started from the pits. Does this mean the correct answer is 11 team took the grid? Or will it be settled as 12 teams?
