Will al-Qaida claim responsible for a terrorist act in Germany, after the Sept. 27th elections?

Background: Al-Qaida has posted a new video threatening Germany, highlighting an increased threat level ahead of national elections and prompting authorities to step up security, the Interior Ministry said Friday.

The ministry gave no details of the al-Qaida posting, but said in a brief statement it underlines the fact that the Sept. 27 elections offer "a particular background for propaganda and operational actions by terrorist groups."

It said authorities believe there is an "increased threat situation" to which they are responding with "adjusted security measures in particular at airports and stations."

ARD television reported that the video features a German-speaker who has featured in previous videos over the past year, issuing a threat connected to Germany's troop presence in Afghanistan.

Al-Qaida Threatens Terror Attacks in Germany after Election

In a new video message, the terrorist network al-Qaida has warned of attacks in Germany during the two weeks after the Sept. 27 election, if there are no signals of a withdrawal of German troops from Afghanistan. Authorities are taking the threat seriously and have raised the level of security precautions.

"If the German people choose war, then they have delivered their own sentence," says Harrach in the video, which has been obtained by SPIEGEL ONLINE. Then jihad would come to Germany, he says. He advises Muslims in Germany to avoid all places which are "essential to daily life" -- possibly meaning busy public places -- for a period of 14 days after the election and to keep their children close to them. He says that "the city of Kiel" will remain safe in any case, for reasons that are not explained. In the message, Harrach also alludes to the terrorist attacks in Madrid in 2004 and London in 2005.

New terror threat against Germany

There's been a fresh Islamist threat to Germany via a second Internet video since Friday. This has raised new concerns that al-Qaeda-linked terrorists may be trying to scare German voters before next weekend's polls.

Thirty-two-year-old Bekkay Harrach reportedly appears once again in an Internet video to warn Germans of a possible terror attack.

Germany's BKA federal police confirmed in Berlin on Sunday that a new message had appeared, but added only that it contained no specific threat. A BKA spokeswoman said the content still had to be analyzed.

The latest video warning came even as federal police officers wearing bullet-proof vests and toting sub-machine-guns fanned out to patrol airports, major railway stations and the key streets in the capital Berlin. The boost in security came after the first terror video was posted on the Internet on Friday.

The Interior Ministry confirmed that they have adapted the security levels to the new situation. "Since the start of the year, threats against Germany from al-Qaeda and other Islamist organizations have increased to a whole new level," the ministry says on its website.

German-language al-Qaida video - third in a week - seeks recruits for holy war

German authorities say the nation remains on alert after the release of the third al-Qaida video in a week, this time calling on Muslims in Germany to take part in jihad, or holy war.

German Interior Ministry spokesman Stefan Paris said Wednesday authorities do not view the video as increasing the existing terror threat facing the nation, but officials remain on alert.

The latest video was released on Thursday and is believed to feature the voice of Bekkay Harrach, who uses the pseudonym Abu Talha and also issued the last video. In all three he speaks in German.

Video Threat Suspect Arrested Before German Vote

German police said on Friday they had arrested a 25-year-old Turkish man they suspected of posting an al Qaeda Internet video threatening Germany with an attack after Sunday's federal election.

Police in the southern city of Stuttgart said the arrested man was not believed to have been involved in producing the video he posted, in which an al Qaeda member threatened Germany with a "rude awakening" if Berlin did not leave Afghanistan.

In a further development, a spokesman for Germany's Federal Crime Office said it was examining what appeared to be a video released by the Taliban, but declined to comment on its content.

German magazine Spiegel reported in its online edition that the Taliban video contained threats to attack Germany and included pictures of Berlin's Brandenburg Gate and the Frankfurt skyline, as well as of Germany's defense and interior ministers.

The U.S. State Department on Wednesday took the unusual step of warning Americans in Germany to be vigilant. The German government played down the U.S. travel alert.

Infamous Islamist Imam Forswears Terror

In 2001, imam Mohammed El Fazazi of Morocco preached that it it is a Muslim obligation to "slit the throats of non-believers" in a Hamburg mosque. Among his listeners and star pupils were Mohammed Atta, Ramzi Binalshibh and Marwan al-Shehhi, three of the men who participated in the Sept. 11, 2001 terrorist attacks in New York and Washington.

Today, eight years later, Mohammed El Fazazi has foresworn acts of terrorism against Western targets. "I admit that I went too far and overshot the target," he wrote in an open letter to his daughter, who lives in Hamburg, and Muslims living in Germany.

Muslims living in Germany, he said, should draw attention to themselves and their issues through "peaceful demonstrations, strikes and protests that are far removed from indiscriminate attacks" and the "killing of innocent people with the argument of killing kuffar," or non-believers.
