Will there be lower tax rates in Germany in 2010?

Background: Some of the winners of the recent federal elections promised to reduce tax rates to stimulate our economy (and to get elected, of course).
But there's no money to spend - some people actually expect VAT to be risen. But the promises were quite strong. Maybe they'll weasel out of it by postponing it all to 2011 or later. So let's see...

since income tax rates in Germany increase progressively which ranges from 0-45%, and has an additional surcharge and accompanying allowances, it is likely that when the rates or allowances are changed, one cannot speak of generally lowered or increased rates.
